Another e-mail from Mike McIntyre

And here’s another puzzler for you... Do you know the origin of the attached card? It’s a plain backed postcard sized issue from, I guess, about 1972/73? I bought it on ebay a while ago but there was no other info.

I've never seen any cards like these. Does anyone have any more information?
